Brazil's federal public debt approaches 90% of GDP, almost entirely denominated in BRL — insulated from FX risk but highly sensitive to domestic rates and inflation.

Debt Instruments

  • LFTs: Floating-rate, indexed to daily SELIC. Rate hikes instantly raise servicing costs.
  • NTN-Bs: Inflation-linked (IPCA). Long-term stability but costs rise with inflation.
  • LTNs/NTN-Fs: Fixed-rate. High risk premiums demanded in uncertain environments.
  • Foreign currency debt: <5% of total.

Average Maturity: 3.5-4.5 Years

Constant rollover requirement. LFTs ~35-40% of domestic debt. NTN-Bs ~30-35%.

New Fiscal Framework (2023)

Replaced the 2016 spending cap. Limits spending growth to 70% of revenue growth (floor 0.6%, ceiling 2.5% real). Missed targets trigger automatic tightening to 50% of revenue growth. Critical to compressing sovereign risk premium and lowering SELIC. See BCB Deep Dive and Brazil Financial Architecture.
